Reframing AI policy for societal challenges: Politics, ideational power, and wicked problems

Artificial Intelligence (AI) is associated with high hopes that it will help to solve major societal challenges in areas such as health, environment and energy, and help to achieve the Sustainable Development Goals. However, often AI is presented just as a quick technical fix to complex and uncertain societal problems, also known as wicked problems. 

Against this background, this study asks how AI policy can be reframed to address societal challenges in a more systematic way. It aims to develop a holistic framework for AI policy to address societal challenges through co-production that focuses on the diverse roles of the government, involvement of a broad range of stakeholders, and is aware of the role that power - including ideational power - plays in socio-technical transformation. It aims to make a theoretical contribution to our understanding of opportunities to shape AI policy towards socially desirable goals as well as to provide ideas for policymakers and stakeholders to develop actionable recommendations for policy and practice.
